Have you tried Canva? I'm not sure what Google's Picasa is but I use Canva from time to time which can be fun (depending on what you're trying to do!)
I have tried Canva, and haven't figured it out yet. I've made a couple of banners there but it seems unnecessarily complicated. I'm still mourning over Picasa, which is no more. It was so easy! Thanks.
